SELECTED SPECIALIZATIONS

Project Management/Conflict Resolution

§         Environmental Department Manager:   Worked with US Army Corps of Engineers with  permitting requirements to advance residential and student housing expansion and associated water tank project(s). Lead in the creation of an ArcGIS department; experience with local government requirements pertaining to the Chesapeake Bay Preservation Act (CBPA) & associated Resource Protection Areas (RPA) and wetland delineation and stream assessments.

§         Mediating/ Negotiating Skills:  Served as lead reviewer for state with USACE in a controversial permit to mine within a high quality PFO1A bottomlands hardwood wetland resource that contained a $600 million coal reserve in Western Kentucky.

§         Facilitated Experimental Practices:  Facilitated permitting actions within a project management context with US Office of Surface Mining to include proposal, implementation, monitoring and evaluation of plans for national award-winning reclamation of recreational lake development in Eastern Kentucky & created wetlands from slurry ponds in Western Kentucky.

 

Stream, Wetland and Water Resource Management

§         Specialization in Wetland Analysis and Water Resource Management:  Instrumental in program that encourages wetland creation and stream restoration efforts in Kentucky; trained in wetland delineation and 401/404 permitting as well as NEPA and ESA-related compliance; lead wetlands technical assistance contact in Division at time of departure with the state.

§         Zoning and Subdivision Construction Skills:  Exceptional leadership skills in working with engineers, developers, and public in multiple zoning land use and subdivision development plans. Competency with local government officials in planning aspects of engineering, building inspection, traffic engineering, urban forestry, historical preservation, & greenspace.

Public Affairs, Public Speaking and Media Initiatives

§         Media Initiatives Expertise:  Advised Director of Division of Permits on proposed changes to NWP26 by the USACE; presented for Commissioner at an USOSMRE sponsored coal combustion by-products conference at Southern Illinois University; generated Departmental initiatives re: experimental practices for Division Director in ‘Patton to the People’.

§         Facilitate Interagency Cooperation:  Developed a "Citizen Action Plan" as an Area Coordinator for the Kentucky River Watershed Watch to address TMDL's, monitor, and restore the environmental health of West Hickman Creek in cooperation with local and state entities.

Bury + Partners, Inc. – Virginia, Williamsburg, VA.                             

Managed environmental section that involved wetland delineation, stream assessment analyses and permitting w/VDEQ, USACE & local governments & local wetlands board meetings. Also: 

·        Experience with local governmental requirements pertaining to the Chesapeake Bay Preservation Act and associated Resource Protection Areas (RPA).

·        Implemented use of Wetform wetland delineation software and CE Mobile Mapper GPS.

·        Lead in installation of ESRI ArcGIS software and research for ROI strategic plan.

 

PROJECT OFFICER                                                                                                                                     10/2005 – 5/2006

U.S. Federal Emergency Management Agency (FEMA), Miami-Dade County, FL.

Completed FEMA Ops I & II training at FEMA University.  Worked as a federal contractor with Camp, Dresser & McKee (CDM) for FEMA in the emergency relief effort of Hurricane Wilma in South Florida. Utilized project worksheets in the estimation & contracts to repair/replace roads, sidewalks, buildings and parks and recreation facilities of local governments of South Florida.

 

PROFESSIONAL WETLAND SCIENTIST                                                                  6/2005 - 9/2005

Qore Property Sciences, Lexington, KY.

Gathered hydrologic monitoring data of mining impaired streams; conducted macroinvertebrate sampling; experience with GPS, Rangefinder, and conductivity meter equipment; researched wetland remediation measures for mining-impacted streams.

 

URBAN PLANNER                                                                                                    8/2002 – 11/2004

Planning Services, Lexington-Fayette Urban County Government, Lexington, KY.

Within a more urbanized context, worked with development and engineering consultants on subdivision and commercial development plans. Addressed consultants and neighborhood association concerns with respect to zoning compliance and Board of Adjustment actions. Assisted Planning Commission, Urban County Council and Mayor’s office on issues of concern. FEMA flood management training (NFIP). Worked with multiple sister governmental agencies of engineering and storm water management, traffic engineering, building & inspection, fire control, historical preservation, greenspace, urban forestry and environmental protection in the processing of development and plat approvals as well as questions on 2001 Comprehensive Plan.

 

ENVIRONMENTAL TECHNOLOGIST III                                                          1991-8/2002

Division of Permits, Kentucky Department of Natural Resources, Kentucky Natural Resources and Environmental Protection Cabinet (NREPC), Frankfort, KY.

Resolve resource management concerns for one of the 3 largest state mining regulatory agencies, working with engineers, land owners, mining industry officials and the public.  Analyzed data to identify permitted uses of geology and soils, surface and ground water, vegetation, wetlands, prime farmland, experimental practices, endangered species habitat and multiple land use types.  Evaluated surface mining permit with respect to wetland regulatory changes over time for Division Director.  Used GIS for technical permit review that include wetland identification with NWI classification system. Training and experience in wetland delineation and stream restoration, as well as the National Environmental Policy Act (NEPA), and National Historical Preservation Act (NHPA).
